An EB-2 (Exceptional Ability) Expert Opinion is designed to provide an independent expert analysis of the beneficiary’s qualifications, expertise, and professional accomplishments in light of the factors considered by USCIS in evaluating exceptional ability. The expert reviews the applicable evidence and provides substantive analysis of the evidence rather than merely confirming the existence of the documentation. Additionally, the opinion goes beyond an assessment of individual factors and considers the evidence in its entirety (Final Merits Evaluation), evaluating the beneficiary’s overall standing within the relevant field, demonstrating a degree of expertise significantly above that is ordinarily encountered in the sciences, arts, or business.
